About Utkal Congress
Formed in 1969 when Biju Patnaik broke from the INC after a dispute over a Rajya Sabha nomination severed his state unit's ties to the central leadership. After the 1971 Odisha election, Utkal Congress took part in a coalition ministry. The party merged into the Pragati Legislature Party in 1974, which itself later merged into the Bharatiya Lok Dal. Patnaik's own Chief Minister terms (1961–63 and 1990–95) fell before and after Utkal Congress's existence, respectively.
